The NSW Minister for Better Regulation Matt Kean is hopeful a report from an independent inquiry into the RSL will lead the Police to charge the former President Don Rowe.
Minister Kean told the ABC Mr Rowe demonstrated a complete disregard for thousands of well meaning volunteers.
